Gestión del conocimiento en la gerencia del talento humano del sector público

Resumen
La presente investigación tiene como objetivo analizar la relación entre la gestión del conocimiento y la gerencia del talento humano en el sector público, con el fin de determinar su incidencia en el fortalecimiento del desempeño organizacional y las capacidades institucionales. El estudio parte del reconocimiento de que el conocimiento constituye un recurso estratégico para la modernización del Estado y la generación de valor público. Metodológicamente, se adopta un enfoque cualitativo de tipo descriptivo–analítico, sustentado en la revisión sistemática de literatura científica reciente y en el análisis documental de investigaciones relacionadas con gestión del conocimiento, talento humano e innovación pública. Los resultados evidencian que la integración estratégica entre los procesos de creación, transferencia y aplicación del conocimiento y las prácticas de talento humano —como la formación, la gestión por competencias y la evaluación del desempeño— favorece el aprendizaje organizacional, la continuidad administrativa y la innovación institucional. Asimismo, se identifican factores mediadores como la cultura organizacional, el liderazgo y la infraestructura tecnológica, los cuales influyen en la efectividad de dicha articulación. Se concluye que la consolidación de modelos integrados de gestión del conocimiento y gerencia del talento humano constituye un elemento clave para fortalecer la capacidad institucional y promover una administración pública más eficiente y orientada al aprendizaje continuo. This research aims to analyze the relationship between knowledge management and human talent management in the public sector in order to determine its impact on organizational performance and institutional capacity strengthening. The study is based on the premise that knowledge represents a strategic resource for state modernization and public value creation. Methodologically, a qualitative descriptive–analytical approach was adopted, supported by a systematic review of recent scientific literature and documentary analysis of studies related to knowledge management, human talent management, and public innovation. The findings indicate that the strategic integration of knowledge creation, transfer, and application processes with human talent practices —such as training, competency-based management, and performance evaluation— enhances organizational learning, administrative continuity, and institutional innovation. Additionally, mediating factors such as organizational culture, leadership, and technological infrastructure were identified as key elements influencing effectiveness. It is concluded that consolidating integrated models of knowledge management and human talent management is essential for strengthening institutional capacity and promoting a more efficient, learning-oriented public administration..
