Para ello, se realizaron entrevistas a un grupo focal que brindó perspectivas significativas sobre los actores involucrados y principales desafíos a abordar, complementadas con una revisión bibliográfica para identificar avances en la política actual. Los resultados destacan la necesidad de fortalecer la gobernanza, fomentar la participación ciudadana y la gestión del riesgo, adicionalmente, persisten retos importantes, especialmente en la articulación interinstitucional y la gobernanza, ya que la falta de coordinación entre diferentes niveles de gobierno, recursos financieros y la débil capacidad técnica, han limitado el alcance de dichas políticas. Esta investigación confirma que si bien Colombia cuenta con un marco normativo que regula el manejo costero, su implementación representa desafíos complejos relacionados con la disponibilidad de información, presupuesto y articulación interinstitucional que son aspectos clave para avanzar hacia una gestión costera integral y efectiva.Through a qualitative and interpretive analysis, this study examines marine-coastal planning in the municipality of Tumaco, with the aim of diagnosing the current conditions of land use and occupation models. To this end, interviews were conducted with a focus group that provided valuable insights into the stakeholders involved and the main challenges to be addressed. These perspectives were complemented by a literature review to identify progress in current policies. The findings highlight the need to strengthen governance, promote citizen participation, and improve risk management. Additionally, significant challenges persist, particularly in terms of inter-institutional coordination and governance. The lack of coordination across different levels of government, limited financial resources, and weak technical capacity have constrained the effectiveness of these policies.
